Opening up education – unfulfilled potential of OER

Open education brings many opportunities as it widens access to education, enabling learners to get the necessary education opportunity, which includes access to content, courses, support, evaluation and certification in ways that are flexible and appropriate to their needs. Open education provides possibility for learners to up skill or re-skill as today’s market requires skilled workers who are lifelong learners and who will through their working life change number of jobs. We also need digitally skilled citizens who will be able to fully participate and contribute to the society they live in. Open education helps to modernise higher education, since contemporary open education is mostly carried out via digital technologies. Nevertheless, the implementation of open education postulates and development of Open Education Resources (OER) and Open Education Practices (OEP) still do not dominate in education. With COVID-19 pandemic, education had to move online over the night and faced the biggest disruption in the history. The use of digital technologies in education significantly increased but also changed the perspective of education as learners started to look more for online resources, which will enable them to get quickly required skills. Opening up education is important for universities for various reasons. Besides being a policy priority, it works as a catalyst for teaching and learning innovation via digital technologies. Still, today many teachers have a vague idea about OER and are not eager to share. In addition, OER is often not high on the agenda of university leadership nor on the national level. If there are some attempts, these are mostly from individual teachers or some institutions where leadership understand and communicate openness in their policies and actions. In this session, we will present the researches done in two European projects: - report on Awareness, Experience and Organizational Maturity of Open Education – Data analysis of different attitudes and preferences prepared within Erasmus+ project European Network for Catalysing Open Resources in Education - encore+ - report on State-of-the-play of the use of OERs at European higher education institutions in the field of Library and Information Science during the COVID-19 pandemic prepared within Erasmus+ project Digital Education for Crisis Situations: Times when there is no alternative - DECriS Presented results of researches will provide the base for our discussion on issue of lack of awareness and potential of OER in academic community. During discussion, we aim to find the answers on following questions: - What are the reasons that number of teachers do not know what open education, OER, open licensing is...? - What could be reasons that teachers are not eager to share their work nevertheless that digital technologies enable higher visibility and recognition on national and international level? - What are the challenges and obstacles in wider use of OER in higher education? - What are preconditions for development of OER on institutional level? - How can we contribute to the attitude change towards OER in the academic community? - Why are there no more national and institutional policies on open education? What is the perception of relevance of OER on institutional and national level? - Can OER repositories enhance the use of OER?
